Ernestine MooreErnestine (Erney’s) professional career began in 1970 at the State of Michigan Department of Social Services, now the Department of Human Services. She began as a caseworker and progressively held more responsible positions in supervision and management. Her tenure with DSS included work in all department programs from Adult and Family Services, Migrant Services, Native American Services, Domestic Violence and most importantly, Child Welfare. After leaving the Department of Social Services in 1988, she was self-employed as an attorney and social work consultant. She specialized in areas of child advocacy, juvenile law and non-profit corporation, employment and labor law. From 1993 to 2003, she was an Associate Professor at Wayne State University in Detroit. She was associated with the School of Social Work and the College of Urban, Labor and Metropolitan Affairs. She taught courses in Family Violence, Social Work and the Law and Child Welfare and Family Services Policy. Ms. Moore also served as the Director of Skillman Center for Children from May 1993 to June 2000. Ernestine has authored numerous articles and has co-authored a comprehensive textbook – "Child Welfare and Family Services – Policies and Practice". In addition, she has volunteered her time serving on various boards and committees, including Children’s Hospital of Michigan Bioethics Committee and Citizens Alliance for Oakland County Probate and Circuit Courts. She also served many years on the State of Michigan Domestic Violence Prevention and Treatment Board. Erney’s passion in life was her work on behalf of children. She felt a deep commitment to improve services to children in the Child Welfare System. She had extremely strong convictions and was not afraid to “buck the system”. Regardless of what side of an issue she was on, she was highly respected by all parties for her honesty, integrity and her straightforwardness. Her other passions were spending time with her family, nieces and nephews, golf and working in her garden. She will be greatly missed by the many people who knew and loved her. Erney leaves to further her life of love and kindness her two brothers, Reginald (Deborah) Norfleet and Ronald (Janet) Norfleet of Memphis, Tennessee; five nieces and nephews Arianne, Meredith, Ryan, Reginald Matthew and Randall Norfleet. There she first met her future husband, Charles Kocher, when she was concert mistress at the All City Orchestra while attending Cass Tech. They didn’t start dating, however, until they met again on a Moonlight Cruise on the Boblo Boat sponsored by Lawrence Tech, where Charles was getting his Electrical Engineering Degree. Before they were married, she worked at Hudson’s in downtown Detroit as a buyer in the millinery department and also as one of Santa’s elves. After their marriage on January 25, 1941, they honeymooned in Miami, Florida before moving to Buffalo, New York, where Charles worked as a Radio Inspector for the FCC (Federal Communications Commission). She enjoyed being a housewife and later, a mother. They moved with the FCC several times in the next few years. First, back to Detroit, then to Cleveland, where their two daughters were born, and then finally back to Detroit, when Charles became Chief Engineer of WXYZ, a position he held for 35 years. They enjoyed traveling around the country and made a habit of spending three weeks in Miami, Florida every Easter from the time their daughters were very young until they were in college. They later made several trips to Europe and Asia, as well as taking many cruises to the Caribbean. In later years, they wintered in Arizona, where they celebrated their 50th Wedding Anniversary. Time and health finally slowed them down and they celebrated their 60th Wedding Anniversary in 2001 closer to home at Meadowbrook Hall. Shortly after, Charles was hospitalized with chest pains and eventually moved to Woodward Hills Nursing Center. She visited him every day from morning until supper time. After he died in 2004, Sally moved from the home in Southfield that they had shared for 42 years to an apartment and shortly after that to Evergreen Health and Living Center. She enjoyed her stay there and everyone knew her as she wheeled around and participated in all the activities. Mrs. Kocher is survived by her daughters, Sally Daniel and Mary (Charles) Fiorina and grandchildren, Laurie Daniel and Mark & Eric Mueller.
